Since 2013, the Jiangsu Provincial Department of Education has implemented the Government Scholarship Short-Term Overseas Study Program for Jiangsu University Students. This program aims to comprehensively advance the integrated reform of education, science and technology, and talent systems and enhance the cultivation of top-tier innovative talents. The program targets outstanding undergraduate students from full-time undergraduate institutions (including private undergraduate universities) under ministerial and provincial (municipal) jurisdictions, allowing them to undertake 2-4-week credit courses at renowned universities abroad during the summer break.

JESIE is dedicated to fostering virtue through education, aiming to support Jiangsu universities in discipline development, platform building, and talent cultivation through robust international collaborations with world-class universities. It focuses on four aspects to comprehensively enrich the program's significance and enhance both quality and effectiveness. First, empowering talent development and expanding cooperation. JESIE has partnered with top universities like Harvard, Penn, Cambridge, Oxford, Melbourne, and Nanyang Technological University. These partnerships cover diverse fields including Economics, Management, Engineering, Science, Literature, Medicine, Education, and Art. Second, optimizing program design and implementation. In collaboration with experts from provincial universities and international institutions, JESIE designs tailored curriculum plans that address the needs of top innovative talents in Jiangsu. The focus is on frontier technologies and critical, underdeveloped disciplines. Third, enhancing learning outcomes and international competence. By integrating professional courses into an international context, JESIE aims to develop students' global competence, innovation, and diverse thinking. This fosters deep cooperation between Jiangsu and world-renowned universities in student training and academic development, establishing a platform for international educational exchange and cooperation. Fourth, strengthening process management to ensure safety and order. JESIE provides pre-departure training, dynamically monitors course implementation, and fosters students' patriotism through the comparisons of Chinese and Western cultures. It also develops emergency plans and security mechanisms to ensure the safe and smooth travel of student groups.

For over ten years, this program has successfully sent more than 10,000 Jiangsu university students to top institutions in countries such as the UK, USA, Australia, Canada, Germany, Finland, Singapore, and regions like Hong Kong and Macau for exchange. Adhering to the principles of "Safety First", "Curriculum First", "Quality First", and "Students First", the program has played a vital role in delivering high-quality international education initiatives and enhancing the overall quality of educational openness.
