The Short-Term Overseas Professional Development Program for Jiangsu Primary and Secondary School Teachers is hosted by the Jiangsu Provincial Department of Education, funded by a special provincial financial grant, and specifically organized by JESIE. The program aims to enhance the overall quality and professional skills of the teachers by sending them abroad to learn advanced educational philosophies and teaching methods.

In 2003, Jiangsu Province pioneered a nationwide short-term overseas professional development program for primary and secondary school teachers, marking a significant reform in overseas teacher training. Participants include teachers and principals from regular primary and secondary schools, kindergartens, special education schools, and secondary vocational schools, as well as educators and administrators from teacher development, educational research, and training institutions, and teacher colleges. They are sent to nearly ten countries, including the UK, Australia, Canada, the USA, Germany, Finland, and Singapore. To date, nearly 30,000 key teachers and educational administrators have participated. This program aligns with provincial needs for teacher development and educational progress, offering specialized training on various themes. It has helped Jiangsu establish a comprehensive, multi-level, and broad-scope overseas training system, effectively updating educational philosophies, enhancing teaching standards, and expanding Jiangsu's international educational influence.
